3. Target Behaviors
Each target behavior should include an operational definition that is observable, measurable, and clear enough for any trained observer to identify. Payers specifically look for this level of detail.
- Operational definition: Topography, onset/offset criteria, examples and non-examples
- Measurement method: Frequency, duration, latency, interval recording, or permanent product
- Baseline data: Current rate/level with date range
- Goal criteria: Specific, measurable reduction targets with timeline
4. Replacement Behaviors
- Functionally equivalent replacement behavior(s) — must serve the same function as the target behavior
- Operational definition of each replacement behavior
- Teaching procedures (DTT, NET, FCT, etc.)
- Reinforcement schedule and type
- Mastery criteria
5. Antecedent Strategies
- Environmental modifications
- Antecedent manipulations (NCR, high-p sequences, choice-making)
- Visual supports, schedules, or transition warnings
- Prompting hierarchy for replacement behavior
6. Consequence Strategies
- Reinforcement procedures for replacement behavior (schedule, type, magnitude)
- Procedures for target behavior occurrence (extinction, differential reinforcement)
- Restrictive procedures (if any) — must include justification, consent documentation, and review timeline
7. Crisis/Safety Protocol
- Definition of crisis-level behavior
- Step-by-step crisis response procedures
- De-escalation strategies
- When to contact emergency services
- Post-crisis documentation requirements
8. Generalization and Maintenance
- Plan for generalizing skills across settings, people, and stimuli
- Caregiver/staff training plan
- Maintenance schedule after goals are met
9. Data Collection and Review
- Data collection procedures and responsible parties
- Graph/visual display schedule
- BIP review timeline (minimum every 6 months for most payers)
- Criteria for BIP modification
10. Consent and Signatures
- Parent/guardian informed consent signature and date
- BCBA signature, credentials, and date
